Result-based and Adaptive Management

Stephen Perry is a results-based and adaptive management and evaluation consultant with over 30 years of experience delivering strategic insights across diverse contexts in Asia, Africa, and Latin America. His work focuses on program design, monitoring, and evaluation, with a strong emphasis on evidence-based approaches.

Stephen has conducted over 200 consultancy assignments for organizations such as UNICEF, Humanity & Inclusion and CARE, evaluating programs in sectors ranging from humanitarian response to organizational transformation and disability inclusion. He employs methodologies like outcome harvesting to assess complex change pathways and uncover actionable lessons.

​

His recent work includes evaluations of multi-country programs, such as a formative appraisal for the Salvation Army’s inclusion and rights initiatives across 11 countries or the final evaluation of the Towards Greater Effectiveness and Timeliness in Humanitarian Emergency Response program, one of the German federal government’s flagship humanitarian localization initiatives. Stephen’s naturally facilitative approach supports organizations in achieving clarity on their objectives towards strengthening their program impact.

 

With a Master’s degree in Political Science from the University of Toronto, Stephen brings a broad understanding of development dynamics to his work. Fluent in English and experienced in multilingual settings, he is committed to fostering practical solutions tailored to the unique challenges of each project.
